Hence, a majority of decisions are ideally made at the local level. (Irvine, 2002) It has to be noted that a state mandate is essential to implement a particular curriculum regardless of what the school thinks about it. For example, if the state mandate requires schools to include HIV/AIDS or the risk of having sex with multiple partners, the local body has no choice but to implement the same in their school prospectus. Similarly, if the state mandate puts a restriction on the use of HIV/AIDS or the risk of having sex with multiple partners, the local bodies would have to do as told and cannot overrule the state decision.
